Assuming Steve was born on 28th Feb 11:59 p.m , hence Mark’s b’day will be on 1st March 00:01 a.m. Now, in leap yr, Steve will celebrate his b’day first, i.e., on 28th March 00:01 a.m. and Mark will also celebrate his on 1st March 00:01 a.m after 29th Feb. That is 2 days different between their birth days because of the leap year.

Assuming Steve was born on 29th Feb 11:59 p.m (i.e. on a leap year), bence Mark’s b’day will be on 1st March 00:01 a.m. Now, in a non-leap yr, 29th Feb won’t be available, hence Mark will celebrate his b’day first, i.e., on1st March 00:01 a.m. and Steve will also celebrate it on 1st March 11:58 p.m. Officially, 1st March isn’t Steve’s b’day, but logically speaking, it comes just after 28th Feb. Further, It also implies that Steve celebrated his b’day two days later, since Feb doesn’t have 29th or 30th.

The last line would be— Since Feb doesn’t have 30th or 31st.

Even in leap year and born at 11.59, Steve will celebrate first and mark will celebrate later

If Steve is elder, he should be celebrating birthday first!!! I think the question is wrong.
