Because the person is not tall enough to reach the button of 12th floor in the elevator, but while returning he doesnt face this problem as he has to press 0 to reach ground floor.

Because his office is in 12th floor. In the morning he takes the lift for 9 floors and walks the remaining 3 floors! In the evening he takes the lift directly from his office which is the 12th floor! Simple!
That itself is the question that why he takes lift only till the 9th floor in the morning instead of 12th floor directly.
That his office is on the 12th floor is already implied.
