The answer is 9919
How?

1st digit is total number of alphabets
2nd digit is sequence number of month in calender
Last digits are sequence number of first alphabet in English alphabet

For : January
There are a total of 7 alphabets in January, thus 1st digit is 7.
January is 1st month in the calender, thus second digit is 1
j is 10th alphabet in alphabets, thus last 2 digits are 10

Similarly for September
there are a total of 9 alphabets in September.
September is 9th month in calender.
s is 19th alphabet in alphabets.

Thus the number corresponding to September should be 9919.
