Upside-down. That’s correct, 87. I had a child explain this to me. Lol.
Except the 8 ‘ s aren’t perfect circles one side is slightly smaller than the other, the side towards the rear of the car, making that the top of the number.

87 upside down is L8 not 78… and L8 is clearly not a number. Besides the question asks which number park is it in.
